EXECUTIVE SUMMARY AND TEAM CONCLUSIONS

The re-verification team found that the Responsible Care Ethic is well understood and
guides the decisions and actions of Ethyl Canada.

The team found that the company’s overall management system is self-healing,
seeking to continuously improve and to identify deficiencies and will likely act to correct
them in a timely manner. However, at the time of the site visit (June 2007), the team did
not feel comfortable signing off on this re-verification until the integration of the new
corporate Ethyl Integrated Management System with site policies, procedures, and
work practices was much closer to completion (see 2b below), and until Ethyl Canada
had completed the gap analysis on its new Security Vulnerability Assessment, and
implemented its action plan for addressing the recommendations of the SVA. Both of
these concerns have now been addressed.

The team identified a number of findings requiring action, which are listed throughout
the report, and in the conclusion (section 4).  These will need follow-up with the
Leadership Group, CAP(s), Annual CEO Recommitment to CCPA and in the next re-
verification.

The team also identified a number of opportunities for improvement, as well as extra
miles and best practices, which are listed throughout the report, and in the conclusion
(section 4).

The team recommends that CCPA officially recognize this re-verification with an award
at the next suitable occasion.
