The Nexen Inc. Balzac gas processing facility is a member of the Canadian Chemical Producers’ Association (CCPA) and a signatory to the CCPA Responsible Care® Ethic and Codes of practice. As a Responsible Care® requirement the facility was the subject of a third Responsible Care® verification on February 11th 12th and 13th 2009. 
 
The re-verification team was comprised of three verifiers assigned by the CCPA and two verifiers representing the community of Airdrie and the Municipal District of Rocky View.
 
Through a process of interviews and observations the team investigated company policies and practices ranging from process safety management and employee health and safety to community outreach, social responsibility and sustainability. This re-verification report also contains descriptions of functions that the team judged to be either industry best practices or extra miles. Company efforts in the area of community outreach and risk communication were of particular interest to the team because of the risk profile of the Balzac site, the proximity to the city of Calgary and expansion plans involving sour gas wells. (Sour gas wells are wells with a high concentration of sulphur dioxide and or hydrogen sulphide)
 
This report contains one industry extra mile, eleven industry best practices and five industry good practices.
 
It also lists twelve findings requiring action in the areas of process safety management, security and product stewardship.  
 
Responsible Care® is a continuous improvement process and in that vein the team has listed twenty nine opportunities for improvement. Some of the opportunities listed focus on areas of improvement already identified by the site and thus the team utilizes the term “encourages” to signify that the improvement opportunity will only serve as a follow-up for the next re-verification team.
